HMRC launches new Employment Status Tool

In a series of measures designed to tackle the issue of genuine self-employment, HMRC has launched a new tool to help employers clarify employment status and identify those who need to be added to their payroll as employees.

It follows last year's announcement that public sector employers are required to lead the way in paying tax and national insurance contributions over to HMRC on behalf of those who should properly be regarded as employees.

The launch coincided with yesterday's budget in which the Government announced that the level of national insurance contributions for the self-employed would increase from 9% to 10% in April 2018 and 11% in April 2019, in what is arguably a further measure to reduce the attraction of self-employed status.

The tool is particularly useful for NHS employers because HMRC has committed to stand by the outcome of any conclusion generated by the tool (provided that the employer inputs the information correctly), which is reassuring for employers.

We are currently helping a number of NHS employers to review their existing arrangements for contracting with self-employed persons, advising on whether it would be prudent to move to on-payroll arrangements.
